Organisational Structure

BOARD OF THE INSTITUTE

The Board of the Institute consists of a Chairman, the Commandant of the Institute and five other members including the, Permanent secretary, Special Service Office, The National Security Adviser, Director-General State Service, Director-General Nigeria Intelligence Agency, Chief of Defence Intelligence, Director of administration who is secretary of the board.

The board shall have power to:

  • determine the mission, vision and purpose of the
    Institute;
  • formulate policies and set targets for the Institute;
  • determine and monitor programmes to be run by the Institute;.
  • select candidates and institutions for Course
    participation at the Institute;
  • determine and approve budgets, estimates and
    investment plans of the Institute;
  • determine appropriate fees payable by external
    participants;
  • set out guidelines for admission, criteria and
    requirements for all courses and programs run by the
    Institute;
  • approve the curricula of the Institute;
  • consider and approve the appointment of the
    Commandant of the Institute upon recommendation of
    the Director-General State Security Service;
  • serve as the appellate body on disciplinary matters
    affecting staff of the Institute on grade level 8 and above;
  • periodically review the performance of the Institute;
  • guide the establishment of organisational structures and
    their duties:

The Commandant

The Commandant of the National Institute is appointed by the Director General, State Security Service and responsible to the Board for the day to day management of the Institute. He is assisted in managing the daily affairs of the Institute by five Directors (the Director of Research Estimate and Library Services, the Director of Studies, Director of Administration, Director of Technical Services, Director of coordination and liaison services and other Principal Officers who are answerable to him on matters concerning their respective Directorates and Departments.

The commandant shall:

  • authorise programs and plans to give effect to policies approved by the Board subject to all or any of the powers in this section as may be delegated to him by the Board;
  • exercise executive control over the ştaff of the Institute;
  • supervise the accounts and records as the Chief
    Accounting Officer of the Institute;
  • be responsible to the Board for the managemnent of the
    affairs of the Institute,
  • interpret policies and ancillary matters to other staff of the Institute; and
  • ensure that the Institute attains and maintains a high
    academic standard of excellence.
